Co-Districts have been recently introduced by the Government of Assam as part of administrative reforms to strengthen decentralised governance and improve service delivery at the grassroots level.

Position of Co-Districts in the Present District Administration:

Co-Districts function as sub-district administrative units within a district, created to bring administration closer to the people. They help reduce the workload of district headquarters and ensure faster delivery of public services. Each Co-District is headed by a Co-District Commissioner, generally an officer of the rank of Assistant District Commissioner, who exercises delegated powers of the Deputy Commissioner. Co-Districts act as an intermediate administrative layer between the district and revenue circles, particularly in large and remote districts.

Land Revenue Branch of a Co-District:

The land revenue branch is one of the most important functional wings of a Co-District. It is responsible for land administration and revenue management within its jurisdiction.

Functions:

The branch maintains and updates land records such as Jamabandi and mutation registers. It assesses and collects land revenue, processes mutation, partition, and land settlement cases, issues land-related certificates, assists in resolving minor land disputes, and supports land acquisition and disaster-related land matters.

Functioning:

The land revenue branch functions under the supervision of the Co-District Commissioner and operates through revenue circles, mouzas, and village-level revenue staff. It coordinates closely with the district administration while ensuring quicker decision-making and easier access for citizens.

Co-Districts are an important recent addition to Assam’s district administration. By decentralising authority and strengthening land revenue administration, they improve efficiency, accessibility, and responsiveness of governance at the local level.
