The MSME sector is the “silent engine” of Assam’s economy, contributing significantly to the state’s GSDP and acting as the largest employer after agriculture.

Importance of MSME in Assam:

  1. Employment Generation: It provides livelihoods to lakhs of people, especially absorbing surplus rural labor and returning migrants.
  2. Resource Value Addition: MSMEs are vital for processing Assam’s indigenous resources, such as Bamboo (Assam holds 2/3rd of India’s stock)Tea, and Muga/Eri Silk.
  3. Inclusive Growth: It promotes rural industrialization and women’s empowerment through the SHG-led micro-enterprise model.
  4. Export Potential: MSMEs drive the export of GI-tagged products like Assam Orthodox Tea and Kaji Nemu, integrating local artisans with global value chains.

Reforms Needed:

  1. Access to Credit: Simplifying collateral requirements and ensuring effective implementation of the Credit Guarantee Scheme for first-generation entrepreneurs.
  2. Infrastructure: Developing “Plug-and-Play” industrial estates and improving cold-storage chains for the agro-processing sector.
  3. Digitalization & Marketing: Providing a digital platform (like ONDC) for traditional weavers and artisans to bypass middlemen.
  4. Ease of Doing Business: Streamlining the Single Window Clearance System to reduce regulatory compliance time for startups.

Conclusion: By synergizing MSMEs with flagship schemes like Atmanirbhar Asom Abhijan, Assam can transform from a primary producer to an industrial hub, essential for achieving a $250 billion GSDP vision.
