What is a time zone? Is there any need to have a separate time zone for Assam? What could be the merits and demerits to have a separate time zone for Assam?

Time Zone is a geographic region that observes a uniform standard time for legal, commercial, and social purposes. Earth is divided into 24 time zones, each spanning approximately 15° of longitude.

Need for Assam: India spans nearly 30° of longitude (68°E to 97°E). Assam, located in the extreme east, experiences sunrise and sunset nearly two hours earlier than western India. This creates a functional mismatch between solar time and Indian Standard Time (IST), leading to the historical practice of ‘Chai Bagaan Time’ in Assam’s tea estates.

Merits of a Separate Time Zone:

  1. Energy Efficiency: Significant reduction in electricity consumption by aligning working hours with natural daylight.
  2. Productivity: Better alignment with the human circadian rhythm, improving the health and efficiency of workers.
  3. Economic Gain: Studies (e.g., by NIAS) suggest annual savings of billions of units of electricity.

Demerits:

  1. Logistical Chaos: Potential confusion in railway and flight schedules, increasing the risk of operational accidents.
  2. Administrative Hurdles: Difficulty in coordinating banking, stock markets, and government offices across two zones.
  3. National Integration: Concerns that a separate zone might foster a sense of psychological alienation from the rest of the country.

Conclusion: While the economic merits are compelling, the logistical risks are high. A balanced approach could involve advancing office/school timings in the Northeast or adopting Daylight Saving Time (DST) to harness daylight without a formal split in IST.
